The film is a free adaptation of Isaac Asimov story in 1976 wrote "The Riddle", but placing it in 2005. This is a dramatic fictional story that nowadays we consider a bad omen in the world in which we live. A small autonomous region that is about to go bankrupt. A world in economic crisis and securities, overpopulated, and governed by those who will not hesitate to look for its own interests.
